Control Room — backend is up

The database and API are live. The dashboard itself hasn't been ported over yet — this page is a placeholder so the deploy pipeline could be tested.

Endpoints responding:

• GET /api/tasks — the queue
• GET /api/status — monthly routine
• GET /api/decisions — what's been decided
• GET /api/todos
• GET /api/runs — did the collector run
